Europe's building stock accounts for approximately 40% of total energy consumption and 36% of CO₂ emissions. In Greece, the annual renovation rate remains low (~1%) due to fragmented services, bureaucratic complexity, financing barriers and lack of coordinated support for property owners. Around 71% of Greek homes were built before 1980, with inadequate thermal insulation and outdated equipment. HERMES addresses this structural gap by establishing a fully integrated OSS model — aligned with the EPBD Recast and the European Green Deal.
